Human Resource Development Authority Schemes

Schemes of the Human Resource Development Authority (HRDA) offering opportunities to repatriated Cypriots

The Human Resource Development Authority of Cyprus (HRDA) is a semi-government organization with the aim to create the necessary conditions for the planned and systematic training and development of Cyprus ‘s human resources, at all levels and in all sectors, for meeting the needs of the economy, within the overall national socio-economic policies. The HRDA operates a number of Training Schemes to cater for these needs.

Repatriated Cypriots are offered opportunities for participation in subsidized training programmes through the Schemes of the HRDA.

By category, the following opportunities are offered:

1. Training programmes for the unemployed and for newcomers in the labour market

I. Accelerating Initial Training Programmes: The purpose of these programmes is to provide basic initial training to newcomers in the labour market or to unemployed persons so that they can find employment in occupations that are in demand. Theoretical and practical training at a training centre and practical training in an enterprise are provided. Trainees receive basic skills and knowledge and they become capable by the end of the programme to work productively in specific occupations. The programmes are offered free of charge and the trainees are entitled to a weekly training allowance.

2. Training Programmes for employed persons

I. Initial and Continuing Training in enterprises in Cyprus: The programmes aim at providing new recruits with the basic knowledge and skills needed for their jobs and at training employees of all levels in order to improve/expand their knowledge and skills, according to the needs of their work. The programmes are organized and implemented by the enterprises with trainers from within or outside the enterprise. A subsidy is provided to the employer.

II. Continuing Training Abroad: The purpose of this Scheme is to offer upgrading training opportunities abroad to employees, in areas like new management methods, technological developments, specialized knowhow and innovations, aiming to facilitate the transfer of new technology and knowhow to Cyprus. A subsidy is provided to the employer.

III. Multi-company Training Programmes in Cyprus – Standard and High Priority Programmes: These Schemes offer opportunities to employed persons to participate in programmes that are approved by the HRDA and are implemented by public and private training institutions and organisations. A subsidy is provided to the employer.

3. Employment/Practical Training and Work Experience Programmes

I. Scheme for Strengthening the Management Capacity of Enterprises with the Employment and training of Tertiary Education Graduates: The purpose of this Scheme is to satisfy the needs of enterprises in medium to high levels in their hierarchy with the recruitment, training and provision of work experience to tertiary education graduates. Participants are graduates who have successfully completed at least a 3-year higher education course who are recruited in a period of no more than 3 years from their graduation, with no work experience or less than a year of related work experience. Through the Scheme programmes of 6 months duration are implemented according to the needs of the position in the enterprise and the graduate’s qualifications. Practical training in an enterprise is provided, as well as participation in training programmes and seminars of at least 20 hours duration in order to improve/expand their knowledge and skills, according to the needs of their work. A subsidy is provided to the employer.

II. Scheme for Job Placement of Unemployed Young Tertiary Education Graduates for the Acquisition of Work Experience in Enterprises/Organisations (2014): The Scheme offers job placements in enterprises/organisations to young unemployed tertiary education graduates to substantially improve their prospects for employment and provides the opportunity to enterprises/organisations to utilize competent human resources. Graduates participate in job placements for 6 months for the acquisition of work experience in positions according to their qualifications. A trainer is appointed from within the enterprise/organisation to give guidance and support to the graduate. Participants are young unemployed tertiary education graduates less than 35 years old with limited work experience in line with eligibility criteria and procedures of the Scheme. A monthly training allowance will be provided to participants.

III. Scheme for Job Placement of Young Unemployed Graduates of Lower Secondary, Upper Secondary and Post-Secondary Education of up to 2 years for the Acquisition of Work Experience in Enterprises/Organisations: The Scheme offers job placements in enterprises/ organisations to young unemployed graduates of lower secondary, upper secondary and post-secondary education of up to 2 years to substantially improve their prospects to employment and provides the opportunity to enterprises/ organisations to utilize human resources. Graduates participate in job placements for 6 months for the acquisition of work experience in specific positions. A trainer is appointed from within the enterprise/organisation to give guidance and support to the graduate. Participants are young unemployed graduates of lower secondary, upper secondary and post-secondary education of up to 2 years less than 25 years old in line with eligibility criteria and procedures of the Scheme. A monthly training allowance will be provided to participants.

IV. Project Co-financed by the European Social Fund and HRDA for the Placement of Unemployed persons and Economically inactive women in Enterprises for gaining Work Experience: The purpose of these projects is to offer opportunities to unemployed persons and economically inactive women to participate in placement- for-work-experience programmes, that can substantially improve their prospects to enter/reenter employment. The programmes cater for the placement, practical training and gaining of work experience in a specific position and have a duration of 10 weeks for unemployed persons and 8 weeks for economically inactive women. The trainees are entitled to training allowance.

4. System of Vocational Qualifications in Cyprus

I. The purpose of the System is to upgrade and develop the human resources through the assessment of the knowledge and competence of a person to carry out a specific job in real or/and simulated working conditions and the certification of vocational qualifications. The standards of vocational qualifications define the framework for the training and development of a person, providing him or her, the opportunity to reach the appropriate competence level. Opportunity for access is provided to men, women, employed, unemployed and economically inactive women who wish to be assessed through the system against standards of vocational qualifications so that they can find employment or upgrade their position in a specific occupation. There is no charge for the participants in the procedure of assessment and certification of vocational qualifications.
